Draft herewith. I have ventured to add a paragraph and a second draft telegram setting out proposals for revising the Governor's draft state- ment, on the assumption that the Committee's Report is not to be published.

I attach at No.6 a revised draft statement incorporating the amendments proposed in the draft telegram.

I think that we must get Treasury as well as Foreign Office concurrence in these two drafts, and I have so marked them.
